Why is it needed
In 2003, the Hague Convention was ratified by Ukraine, which considerably simplified the procedure of documents execution.
Earlier, every person had to apply to the ministries and consulate offices in the capital city in order to have all the necessary stamps and officials’ signatures that would certify the legality of a document. Now, the only thing to do is to affix a special stamp – Apostille, which allows using the document abroad.
However, if you are visiting a country that has not ratified the Hague Convention, there is another way to legalize documents. It is called consular legalization.
As opposed to Apostille, consular legalization is a much longer and complicated procedure.

Then, the documents will be certified in the state institutions and diplomatic establishments in Kyiv. Consequently, the documents may be translated into a foreign language.
